Research has shown that partnering with people in recovery from mental and substance use disorders to help guide the behavioral health system, fosters health and resilience, increases permanent housing, employment, education, and other necessary supports and reduce barriers to social inclusion.

In 2004, the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) put forth a revolutionary approach to providing hope, help and recovery to individuals, families and communities affected by addiction. The approach - called Recovery Oriented Systems of Care (ROSC) – acknowledges, harnesses and coordinates the powerful forces for recovery and wellness already present in communities. Since 2004, ROSC has become the gold standard and preferred recovery model of service that communities and states across the country aspire to implement fully. Research and experience show that when community organizations contribute together - providing many doorways to help and hope - remarkable transformations happen!

In 2007, Kansas legislators passed the Kansas Expanded Lottery Act allowing state-owned casinos and slot machines at race tracks. In this bill, KDADS was named the agency to administer problem gambling services through the Problem Gambling and Addictions Grant Fund.

Within this website, you will find information about various aspects of problem gambling including: information about accessing help, Gamblers Anonymous and Gam-Anon meetings, and how individuals can request self-exclusion from state operated casinos.

It is important that our efforts also focus on addressing the needs of those Kansans who may be at risk of becoming compulsive gamblers. These efforts include public awareness campaigns, prevention programs, early intervention and treatment programs, and on-going workforce development.

The Kansas Prevention Collaborative was created in an effort to integrate and innovate behavioral health prevention efforts.  The Collaborative has two main goals:

1. Expanding prevention efforts to be more inclusive of mental health promotion, suicide prevention, and problem gambling education and awareness
2. Increasing the availability of resources to adequately fund local level prevention and promotion strategic plans.

Nursing Facilities for Mental Health provide residential care and rehabilitation treatment for persons experiencing severe symptoms of mental illness. They provide round-the-clock supervision and care for persons with mental illness needing this level of service.

Eligibility Requirements

To be determined eligible a Preadmission Screening and Resident Review (PASRR) must be completed. To request a Level 1 screen, please contact your local ADRC (Aging and Disability Resource Center). All persons entering a Medicaid-certified nursing home in the state of Kansas must have a PASRR review prior to admission. Level I CARE/PASRR screen is the usual instrument completed except in cases of less than 30-day stays or terminal illness. Any person entering a Medicaid-certified Nursing Home in Kansas must have the PASRR screening as appropriate. The reason the screen is required is as a result of the level of care and licensure of the nursing home, not the funding stream the resident will be using.

Once a person has been approved to receive services in a NFMH, an annual assessment (called a Screen for Continued Stay) is completed by a screener trained at the Community Mental Health Center. This review is a third-party review to determine if the level of service is still appropriate for the individual. If an individual is determined able to live in a less restrictive environment at the time of the screen the facility should work with the individual to make a comprehensive discharge plan back into the community with Community Mental Health Services. If you disagree with the assessment outcome, you have the right to appeal. Your request for appeal must be in writing and must be received by the Kansas Department of Administration, Office of Administrative Hearings, within 30 days of the date on this letter. The Community Support Medication Program (CSMP) is a payment source of last resort and is distributed on a first come, first served basis. The program supports persons who reside in Kansas and are in need of an atypical anti-psychotic and/or anti-depressant medication, such as Depakote, Lamicta, or Prolixin for treatment of their mental illness. Without the support of these medications, program recipients would be at risk for hospitalization. Consideration of generic forms of medication and alternative funding sources are expected.

The program supports persons who reside in Kansas and are in need of an atypical antipsychotic and/or antidepressant medication, such as Depakote, Lamicta, or Prolixin, for treatment of their mental illness. Without the support of these medications, program recipients would be at risk for hospitalization. Consideration of generic forms of medication and alternative funding sources are expected.

An individual must meet the three following criteria:

1. Clinical need
2. At-risk need
3. Financial need
